Well... I would say, lots of Ands & Thats, with all those long, complicated, not-always-grammatically-right sentences, apparently ruins the reader"s reading experience, which is supposed to be a pleasurable one -not, say, sort of intellectually chaotic ego-struggle!

No "apostrophe s" is needed!} employees clerks {well...}and also amount of money all that have has {"money" was uncountable those lovely days!} to transfer be transferred {Passive, that is; Any way, I"d rather to be put aside;}to fund of currency saving regarding kind of "fund-saving" policy to pay be paid {to be used; What do you say?} as help a helpful hand to peaple of governments by the government( Yaraneh ){ What is it called in English?} to people . these were{Isn"t "It was" better or something?} the money’s { No " "s ";}cycle in almost all countries . but there is a weird and unlawful cycle ,(that is) called "lucre".Does anyone know what ‘s the meaning of this word what the meaning of this word is {"Is there anyone knowing (=who may know) what exactly it means?",were I in your shoes;(too formal, agree?!(were I...))} If anyone knows {or, "If so,"} he/she wouldhave to{Really?!!,well... &... People Over The Seas say a Filthy(that is, gained dishonorably;) Lucre is a shame. But in my opinion, Lucre, as far as you mean it Interest, is no way something fair at all. It is not even legal; Provided that you don"t consider crimes as the basis of your Mother Rules.
